Effects of Protecting the Interests of Subjects of the Public Procurement Contract System: Case of the Rostov Region

From 2014 to the present moment in time, an integral contract system in the field of budget procurement is being formed in Russia. However, at the same time, this market is still corruption-intensive, which sets the task of improving mechanisms for monitoring compliance with the law. The article analyzes the effect of the institutional mechanism for protecting the rights of subjects of the contract system in the Rostov region for the period 2014–2017. The procurement participants can go through three instances (arbitration, appeal and cassation), judicial protection of rights regarding the decision of the control body (Office of the Federal Antimonopoly Service in the Rostov Region), the fourth instance is the supervisory authority – the Supreme Court of the Russian Federation. Based on the data obtained on decisions of the judiciary, the article identifies the institutional effects of protecting the interests of the subjects of the contract system, which affect the behavior of participants in the quasi-market of budget purchases.
