Journal of Economic Regulation, , Vol. 9 (no. 1),

The article analyzes the experience of formation of industrial and agro-industrial clusters in ensuring sustainable development of the region's economy and reducing its territorial imbalances. The current absence of a coherent production system capable of ensuring, on the one hand, the economic security of the region, and, on the other, accelerating the pace of its development, poses the task of theoretically substantiating effective development institutions. The formation of a system of industrial parks as points of growth and zones of advanced development contributes to the solution of these complex problems of territorial development. The implementation of the proposed institutional model the classification of parks in accordance with the characteristics of a promising specialization of the Rostov region. Specialization of industrial parks and their territorial distribution allows to provide uniform and steady economic development of all territory of the region. However, in addition to the development of domestic demand, the formation of a network of industrial parks can act as a factor in strengthening the position of the region in the interregional and international economic arenas. The formation of the system is also important for the development of transport and engineering infrastructure. Localization of production groups will allow to form and develop a high-quality engineering system, as well as the ability to reduce the cost of connection and maintenance of communications. In order to assess the current potential for the development of a holistic system, the article presents an overview of the current state of industrial parks of the Rostov region and the main parameters of their functioning.
