Social sciences are considering real society, to deliver knowledge to understand the socio-economic reality and development of socio-economic systems. Tacit knowledge and local differences exist. Therefore, the domestic research is important. Their objective is the analysis and understanding of the Russian economy and society. The issue of economic development requires the consideration of: knowledge and technology; institutional structure; ideas, beliefs; method of interaction of science and society; tacit knowledge. The value of tacit knowledge is the ability to accumulate information, which is the source and the result of the economic and social exchanges. It is impossible to distinguish tacit knowledge in a separate factor of economic development. Firstly, it is inarticulate. Secondly, any free interaction involves the creation and use of tacit knowledge. Third, tacit knowledge is always locally that does not allow the use of tacit knowledge in a separation from environment in which it was created.

Competition Policy as a Driver of Economic Growth

The paper suggests a concept that in a contemporary economy competition policy becomes a key determinant of economic growth. Different approaches to the study of economic grow are analyzed. A profound and complete review of the relevant literature is made concerning the key problems analysed, including previously elaborated theories and empirical works. This review is done in the context of both academic subjects and various research schools. There made the conclusion that traditional factors of growth in a complex and turbulent post-industrial economy cannot explain many modern phenomena. The typical assumption of free and perfect competition does not work anymore. It is competition policy that could have significant impact on the growth nowadays. The paper contains the results of the original econometric studies aimed at showing the influence of competition and competition policy indicators on GDP growth rate. The results demonstrate statistically significant effects: more competition due to effective competition policy leads to higher growth rates. The recommendations with regard to the Russian competition policy authorities are provided. Actual and urgent problem of economic research based on the investigation of new drivers of economic growth for the Russian economy, usage of contemporary analytical and econometric methods and practical recommendations, these are the main strengths of this paper.

The paper contributes to the empirical analysis of the military-economic significance of Allied supplies to the Soviet Union through the "lend-lease". The author gives the description associated with the process of the formation of "lend-lease" for Soviet-American relations. The article describes the technical implementation of the program "lend-lease" at the initial stage of the great Patriotic war. For the first time in the domestic economic historiography author carries out the brief analysis of the scope of supplies of American products to the Soviet Union outside the program "lend-lease". For the first time also author analyzes the value of deliveries of military goods from the Western countries to the USSR on the base of valuation of Soviet military production in 1941 and 1942 on the basis of the actual exchange rate of Ruble to Dollar.

The process of modernization and greening of business activity is considered in the paper. This process requires in terms of the development dynamics of Russian regions, the implementation of directed towards the modern transformation of the municipal infrastructure in the region, which allows to transform the reform processes on different objects to achieve well-being in the Russian regions from the perspective of state interests, business and civil society. The effective direction for the modernization of the system to ensure the regional social-economic development is the creation of our proposed mechanism of cluster interaction of state and business structures in the sphere of housing and communal services of municipalities.
 
Therefore, in this study, an analysis of the directions of state support for the development of cluster cooperation in the sphere of housing and communal services of municipalities, aimed at achieving a multiplier effect, in the exercise of entrepreneurial activity in the region socially significant areas, in particular - in the landscaping and planting areas is carried out.

In the paper the major adverse macroeconomic factors which influenced formation of negative tendencies on world and domestic the raw markets are considered. Against decline in the rate of national currency and falling of prices of oil, the simultaneous increase in volumes of production with the accompanying decrease in volumes of investment into branches especially guards. All this leads to that for economy of expenses, the oil and gas companies start cutting down those items of expenditure which directly don't affect production. Costs of performance of actions for environment protection that is a notable reason for concern also belong to such types of expenses. In this regard possibility of the company in time and in time to fulfill the obligations, existence at not temporarily free money, is some pledge of that the company even in difficult economic conditions will be able to fulfill the obligations. Therefore in this research the analysis of liquidity of three largest oil and gas companies of Russia for the purpose of identification most and the least solvent company is carried out.

Institutional Infrastructure Component of Innovative University as a Resource for Strategic Development

The paper analyzes the mission of the organization innovative infrastructure on the selection of production routines and selecting those that provide it a competitive advantage, since the introduction of innovations is a total change of abilities, skills, competencies demanded in the economic process and requires a fundamentally new organizational structure and the types of innovative infrastructure to ensure that the new working environment, and support the reproduction of innovation. We show the dominance in the domestic trials of hard state-centric models of construction and development of innovation infrastructure, including the academic world, although international experience demonstrates a shift in emphasis towards "soft" institutionalization of public infrastructure policy. We tested production of innovative active agents of the general standards activity, optimal behaviors that reduce transaction costs and ensure the development and dissemination of innovative organizational competencies in the external environment.

Institutions in the Development of Innovation Systems

The paper attempts to explain the low effectiveness of introducing the concept of innovation system in the Russian economy using the institutional aid for the innovation process at all levels, including the micro-level. Author has presented the theoretical understanding of modern approaches to the concept of the innovation system. Their weaknesses both in theoretical and methodological aspects are discussed. It is proposed to expand the understanding of the innovation system through a rethinking of the role of individual entrepreneurships in the innovation process. It has been shown that it is necessary an institutional support of the innovation process at the macro level that is capable to "run" the process of institutionalization of innovative development at the micro level.
 
The author has given an interpretation of definitions of the institute of innovation environment and the innovation sector, as well as innovative behavior of economic agents and staff of enterprises. Classification of institutions of the innovative environment is presented also in the paper.

Theoretical and Methodological Approaches to Research of International Labor Migration at the Domestic Regions Level

State and socio-economic status of Russian regions are updated by the need to develop of contemporary approaches to the problem of an effective regional policy, including migration policy, not only at state level but also at the level of federal districts. In each region of the Russian Federation a specific migration situation is formed, which is caused not only by huge territory with a variety of climatic conditions, but also socio-economic differentiation of regions, different attractiveness for living and working for labor migrants. Based on the statistical indicators analysis of federal districts, the paper examines the relationship between migration attractiveness of the area, the level of development of forms of foreign economic activity in the regions and, as a result, the socioeconomic development of the Federal District. It is argued that the implementation of migration policies at the level of federal districts should be carried out taking into account the features of economic development, as well as the capabilities and interests of all subjects included in the District, which in turn will provide synergistic effect in the united area of subjects.

Assessment of the Public Procurement Role in Public Sector Modernization in Russia

The impact of public procurement on the Russian economy is investigated in the paper. An assessment of the system’s effect on national competitiveness and the activities of small businesses is provided. Public contract system is a versatile tool that can be used to control a wide variety of economic sectors. Every year, the share of public sector in the Russian economy is increasing, that means the state influence on economic processes taking place in the country is growing steadily. First of all the importance of public procurement in the Russian economy can be estimated by matching parameters of the budgetary system and GDP.
 
The interrelationship of public procurement and national competitiveness is identified in the paper based on the consideration of measures to ensure energy efficiency and national treatment. Efficient spending of budget funds, as stated in the objectives of the contract system, is analyzed by the indicator of the savings in absolute and relative terms. Indicators of system openness, which will improve the monitoring of its transparency, are given to determine the effect on the economy of corruption component of public procurement.

The paper shows the need for effective communication commercial banks, revealed the possibility of interaction with customers through advertising, sponsorship, philanthropy, sales promotion, lobbying of interests of banking institutions. The principles for the regulation of communications to ensure consistency of communication complex, which cause a complex effect on the external environment, the creation of adaptive system of marketing communications. It is proved that the possibilities of implementing an active communication policy of modern banks in recent years is constantly increasing. This contributes to the extension of Internet technologies, the creation of remote service channels, the emergence of new tools and technologies to attract and retain customers. On the example of JSC "Sberbank of Russia" presented the technology of using the traditional tools of ATL and BTL communications, the formation of the system CSR – corporate social responsibility, building contact with customers, enhancing their loyalty to the Bank. Reveals the areas of regulation of the savings Bank of its activities on the creation of the daily value of services based on the principles of involvement and co-operation of the system "Client - Bank", "Bank - Company", "Bank – Employees".
