Combining the principles of efficiency and social justice in the regional economic policy as the imperative to control the spatial development of Russia

The main problems of combining the principles of efficiency and social justice in implementation practice of various regional policy models in Russia are considered in the paper in the context of global trends. Analysis of the experience in the implementation of regional policies for the economic modernization and the historically traditional economic practices is provided with regard to the specifics ofperipheral and semi-peripheral regions of south of Russia. The analysis is emphasized on the specifics of the institutional environment and social organization of economic links in the region. The authors present the main directions and strategies to improve regional policies in the North Caucasus, which are associated with the conjugation of its social dimension development and raising the level of territorial resources capitalization.
