The paper presents a conceptual model of interpretation competitiveness of secondary school graduate and evaluation indicators of human capital of high school students. The authors describe the category of competitiveness through the implementation of personal, educational, social and communicative potential at meso-level and social and communicative potential at micro-level. The paper reveals the tendencies and prospects of the general system of education development in Russia in terms of strategic planning. Relationship between indicators of human capital of secondary school graduates (such as the USE score in Russian and mathematics, the average score of the student’s certificate, the average score in mathematics and Russian, the number of missed days in the school year, the activity rate) are identified and evaluated by methods of nonparametric statistics.
