The paper presents a conceptual model of interpretation competitiveness of secondary school graduate and evaluation indicators of human capital of high school students. The authors describe the category of competitiveness through the implementation of personal, educational, social and communicative potential at meso-level and social and communicative potential at micro-level. The paper reveals the tendencies and prospects of the general system of education development in Russia in terms of strategic planning. Relationship between indicators of human capital of secondary school graduates (such as the USE score in Russian and mathematics, the average score of the student’s certificate, the average score in mathematics and Russian, the number of missed days in the school year, the activity rate) are identified and evaluated by methods of nonparametric statistics.

The paper is devoted to the election processes in Armenia. The main idea of the paper is that according to the Downs' model we can predict election results, basing on the directions of the elected representatives. In areas considered to be the power, the opposition and compromise power. In contrast to the Downs' ideas, where voters split between right and left, in the paper the voter in post - Soviet countries, particularly in Armenia, where the institutions of democracy are at low development levels, chooses between the opposition and the authorities.
Additionally, the author analyzes the political business cycle in Armenia and Russia (as the main successor to the USSR), identifies the differences and similarity. As a result, we make political tool for the opposition, the authorities and for the voters. First technology allows the opposition's candidate to win the election, improving the position of the voters. Power technology assumes a situation of "no changes" - the power remains the situation without compromising the position of the voters. Technology voters - when by the rational expectations voters improve their position. In this case, no matter who wins, as both versions bring the equal "utility". The latest technology, the author obtains the indifference curves of voters. "Budget constraints" are defined in the paper. Scientific novelty of the paper is that by the micro method (the principle of utility maximization) the author tries to solve the macro problem.

The author considers the science problem of a life cycle identification of an economic agent and organizational-economic system. As an alternative solution of this problem the author proposes to use an universal index - stability index, which is directly linked with measure of uncertainty (entropy) and certainty (negentropy). Differentiated life cycle of stability allows us to approach the question of deliberate adaptation to ongoing changes, when control and resource management are done efficiently, in more adequate and, in some cases. The research gives some basic theoretical- methodological assumptions considering the stability dynamics, performs the typification of life cycle of stability, shows the significance of stability over a time horizon.

The author analyzes the intermediate results of reforming of railway transportation in Russia. The characteristic of structure of the market of rolling stock, including freight cars, passenger cars, locomotives and electric trains is given. The author shows the dynamics of freight cars and locomotives output, changing Park specified rolling stock of OJSC «Russian Railways» for the period from 2001 by 2012. The market structure development of the rolling stock in conditions of reforming of railway transportation in Russia is discussed. The author makes a forecast of the post-reform state of the market of transport machine building main types ofproducts and offers ways of development of the competitive environment in railway industry.

Importance and relevance of research aimed at assessing financial position of households in depressed areas on the basis of comparative analyses of loan portfolios, budgets and balances of assets, liabilities and equity capitals of households are asserted. Institutional and infrastructural barriers of consumer loans impeding local social-economic development are revealed. The coordinative role of the regional and municipal authorities in reducing information asymmetry and transaction costs of interactions between the actors of the lending system; increasing loyalty and trust of mono-town residents to public authorities; creation of innovative purpose loan products; improving consumer loans sustainability on the whole is defined. As a part of the future research, a number of hypotheses related to supporting the sustainable consumer lending and improve households ’ wellbeing in the depressed mono-towns are introduced in context of interdependence between sustainable development of depressed areas and federal, regional and municipal policies. A series of crosscountry comparisons of overindebtedness and lending purposes in terms of their influence on local economic development in different countries and interregional disparities, is proposed as the section of further study.

This paper considers the practical aspects of professionally oriented language proficiency for Bachelor specializing in Economics. Among the most significant competences of any specialist who deals with ESP discourse competence seems one of the required. To develop this competence it is necessary to teach ESP in the course of which students learn to solve communicative problems. The paper also summarizes the experience of teaching a practical English course at non-language faculties and raises the issue of establishing a system of continuous language education. The paper suggests possible ways of forming the foundations of early stage language professionalism through teaching ESP in special classes at school or special correction groups at university.
