Comparative characteristic of R&D expenditures in the Siberian regions and administrative-territorial units of the foreign countries

Comparative characteristic of R&D expenditures in the Siberian regions and foreign countries administrative-territorial units is represented in the paper. Regions are divided into two types: regions that are leaders in the innovative sphere and «resource type» regions («resource type» region definition is given). Industrialized countries (USA, Germany and Australia) and fast-growing economies of the BRICS group (Brazil, China and India) were selected among foreign countries as the examples for consideration. It is revealed that the Siberian regions were significantly inferior to the administrative-territorial units of the developed countries in the terms of R&D expenditures and the share of R&D expenditures in the regions GRP. On the other hand, the Siberian regions retained parity with the Brazilian states and provinces of China according to the indicators, and were ahead of the states of India.
